Big News for Connecticut Homeowners and Future Buyers: $30 Million in Support is Coming Your Way

Exciting news for current and future homeowners in Connecticut! Governor Ned Lamont and Housing Commissioner Seila Mosquera-Bruno have just announced a major $30 million investment to support homeownership across the state. This new initiative, called CT Home Funds, includes three new programs that will help people repair their homes, buy affordable housing, and support small developers who are building or fixing up homes in local communities.


Helping You Afford and Improve Your Home

“Homeownership is one of the best ways to build strong, stable communities,” said Governor Lamont. “With these new programs, we’re giving Connecticut residents the support they need to improve their homes, lower energy bills, and achieve the dream of homeownership.”


Commissioner Mosquera-Bruno added, “We know affordability is a challenge — whether you're a homeowner or a small developer. These programs are designed to make home improvements and construction more achievable, without cutting corners on quality.”


All three programs are being managed by Capital for Change and the Housing Development Fund, trusted organizations that specialize in helping homeowners and developers access funding.


Here’s What’s Available Through CT Home Funds:


Connecticut Home Improvement Program

  • What it offers: Low-interest loans to help current homeowners make energy-efficient upgrades and essential home repairs.

  • Examples of eligible improvements:

    • Roof repairs or replacements

    • Fixing septic systems, sewer tie-ins, or air quality issues

    • Making homes more accessible (e.g., ramps, bathroom adjustments)

    • Kitchen or bathroom remodeling, new flooring, and more (based on available funds)

Total funding: $8.5 million Administered by: Capital for Change


Time To Own – Rehabilitation Program

  • What it offers: Forgivable loans to help new homeowners with the cost of fixing up their homes.

  • Who qualifies: Anyone who received down payment assistance through Connecticut’s Time To Own program.

  • Examples of eligible repairs:

    • New roof

    • Replacing septic tanks or wells

    • Upgrading plumbing or electrical systems


Total funding: $10 million Administered by: Capital for Change

Homeownership Construction Program

  • What it offers: Grants of up to $150,000 per home for small developers and nonprofits building or renovating up to ten affordable homes.

  • Why it matters: These homes will be income-restricted to stay affordable long-term, helping families build equity over time.
